I applaud Governor Cuomo's efforts to advance offshore wind power as a critical climate change solution for New York including the completion of a comprehensive Offshore Wind Master Plan charting a course toward our target of 2,400 megawatts by 2030 and a near-term commitment to begin the procurement process for projects to meet that goal this year. The environmental and economic benefits of this abundant new energy source are finally within reach, and now we must focus on the important details of establishing a successful program to maximize them.As outlined in New York's Offshore Wind Master Plan, the State is developing Best Management Practices (BMPs) to ensure protection of our ocean and marine wildlife as offshore wind projects are developed. I urge NYSERDA to require that all project proposals follow these BMPs to ensure that New York's offshore wind industry is one that models responsible development from the start.New York has an opportunity to lead the nation in responsibly developing offshore wind power, and now is the time to establish a thoughtful and holistic policy to build an enduring local industry that prioritizes benefits for New York's workforce and communities while maintaining the highest standards of environmental protection every step of the way.
